Effective Written Communication for Patients With Limited English Proficiency
 The continually increasing population with limited ability in the predominant local language in the United States and other countries is resulting in language gaps that have created expanding needs for multilingual health-care services. According to the American Community Survey in 2005, 51.9 million people spoke a language other than English at home, and 44.6% of these people spoke English less than “very well.” In order to meet the needs of limited-English-proficient (LEP) people, federally funded health organizations are legally required to provide multilingual health-care services.
 日本でも外国人居住者が増加しており、医療現場での多言語サービスが重要な課題となっているが、これがアメリカやヨーロッパとなるとより深刻な問題だ。

 Basically, there are two types of language services: spoken language services and written language services. The first type is health-care interpreting, which facilitates oral communication between health-care providers and patients. The second type uses written texts such as bilingual informed consent forms and patient education materials. Audiovisual educational materials, which are based on written scripts, can also be placed in this category.
基本的に多言語サービスには2つのタイプがある:会話によるもの(医療通訳)と文書(インフォームドコンセントフォームや患者教育)によるもの。



Exoplanets around binary star systems Do exist.

  Where the Sun Sets Twice - NASA's Kepler mission has discovered a world where two suns set over the horizon instead of just one. The planet, called Kepler-16b, is the most "Tatooine-like" planet yet found in our galaxy.
Tatooine is the name of Luke Skywalker's home world in the science fiction movie Star Wars. In this case, the planet is not thought to be habitable. It is a cold world, with a gaseous surface, but like Tatooine, it circles two stars. Image Credit:NASA/JPL-Caltech/R. Hurt
「スター・ウォーズ」に出てくるような、2つの太陽を持つ惑星は実在したとNASAとSETIの研究チームが発表した。この惑星の名称は「ケプラー16b」。スター・ウォーズに登場する架空の惑星(Tatooine)にちなんで「タトゥイーン」の愛称で呼ばれている。ただし、この惑星の表面は冷たく、生命体が存在する可能性は低い。


2011 Sep 13 Bolt runs season-best 100 meters

 Usain Bolt made a cautious start in his first 100 meters since his disqualification at the world championships, and still won in a season best 9.85 seconds.
 
ウサイン・ボルトがシーズンベストの9秒85で100mを制した。
 Bolt, who false-started in South Koreas last month to end his hopes of retaining his world title, shaved 0.03 seconds off his previous fastest time this year on a warm and still night.
 "It was a poor start," said Bolt, the world and Olympic record holder. "I kind of lost concentration and just went throught the line. It was OK, I suppose, but I could have done better, especially with the weather like that."
 韓国の世界陸上では、フライングをおかし失格となったが、ザグレブでのワールドチャレンジ大会では、慎重なスタートだったにもかかわらず、自己のシーズンベストを0.03秒上回った。「この条件なら、もっといい記録が残せたはずだ。」とのコメントを残した。
 
 Security had trouble controlling the crowd as "Boltmania" took hold when he celebrated with delirious fans.
 シーズンベストを出したボルトがファンを煽ったこともあってか、「ボルトマニア」と呼ばれる熱狂的なファンを、警備員もどうやら制御し切れなかったようだ。

 Plugging leaks will end crisis, not cold shutdown

 The government and Tepco, which runs the crippled plant, are working to bring the three reactors into cold shutdown by mid-January. Cold shutdown means the temperature at the bottom of the pressure vessel, which holds the core, has been lowered to less than 100 degrees.
 冷態停止とは、圧力容器の底の温度が100度以下にまで下がることを意味している。

 This critical milestone, known as Step 2 in Tepco's road map for containing the crisis, would limit the release of radioactive materials from the plant to less than 1 millisievert per year, a level that poses no health risks. 
 冷態停止は東京電力が示すロードマップでステップ2に該当し、放射能物質の外部への放出を年間1ミリシーベルト以下に制限するというもの。そのレベルでは、人体への危険がないとされている。

2011 Sep 8 Noda ties atomic power to recovery

 野田首相は、現状では日本経済回復のためには、当面原子力が必要だと明言した。この現実路線は、日本人の大方の考え方と一致していると思われるが、福島での放射能汚染事故の被災者の現状を鑑みると、この種の発言には慎重にならざるを得ないに違いない。
そのような思惑を越えての意志表明だとすれば、評価できると思う。 
 野田首相は、「経済回復に原発は必要だ。電力の安定供給ができなければ、日本企業の海外流出が加速され、産業構造が変わってしまう恐れがある。原子炉の稼働率が低下し続ければ、ピーク時の電力の余力は極めて厳しいものになる。安全テスト終了後には、原子炉を再稼働し、さらなる経済の落ち込み回避しなければならない。」と述べた。
 Atomic power is needed to save the economy. Industries are threatening to shipt production overseas if power supplies aren't stable, a move that would thwart any economic recovery. There will be very little reserve electricity for peak hours in the winter and summer if the operating rate of reactors keeps falling. Noda is trying to avoid economic disruptions by restarting reactors after safety checks.

2011 Sep. 3 Fight for better, more equal nation
 Jack Layton  これほど高邁な精神と崇高な理想を持つ政治家いて、それがカナダの政治家だと知り、カナダという国に改めて興味を抱いた。彼は、カナダとその国民を愛し、希望を失わなければどんな困難も乗り越えることができると、最後のメッセージに書き残した。その政治家が癌に倒れたことを、とても残念に思う。ご冥福をお祈りします。
  Canadian opposition leader Jack Layton, who died overnight Sunday of cancer, called on Canadians in the posthumous letter to fight on to buid a better, fairer, more equal country.
  Tens of thousands of Canadians have written to me in recent weeks to wish me well. I want to thank each and every one of you for your thoughtful, inspiring and often beautiful notes, cards and gifts. Your spirit and love have lit up my hone, my spirit,a nd my determination.
   To other Canadians who are on journeys to defeat cancer and to live their lives, I say this: Please don’t be discouraged that my own journey hasn’t gone as well as I had hoped. You must not lose your own hope….
   To young Canadians: all my life I have worked to make things better. Hope and optimism have defined my political career, and I continue to be hopeful and optimistic about Canada.
    As my time in political life draws to a close I want to share with you my belief in your power to change this country and this world. There are great challenges before you, from the overwhelming nature of climate change to the unfairness of an economy that excludes so many from our collective wealth, and the changes necessary to build a more inclusive and generous Canada. I believe in you. Your energy, your vision, your passion for justice are exactly what this country needs today. You need to be at the heart of our economy, our political life, and our plans for the present and the future.
   And finally, to all Canadians: Canada is a great country, one of the hopes of the world. We can be a better onea country of greater equality, justice and opportunity. We can build a prosperous economy and a society that shares its benefits more fairly. We can look after our seniors. We can offer better futures for our children. We can do our part to save the world’s environment. We can restore our good name in the world.
   My friends, love is better than anger. Hope is better than fear. Optimism is better than despair. So let us be loving, hopeful and optimistic. And we’ll change the world.
